Michaël is currently the "Digital, Telecommunications and Postal Services" advisor at the French Permanent Representation to the European Union where he is in charge of legislative initiatives related to artificial intelligence, cloud and the data economy.
From 2016 to 2021, he held various positions within the French Ministry of Economy and Finance, including Project Lead for Data Economy.
Michaël holds a Master's degree in European Political and Administrative Studies from the College of Europe (Bruges), a Master's degree in Public Policy from the University of Paris-Dauphine and a Master's degree in Behavioral Economics from the University of Paris 1 Panthéon-Sorbonne.
Michaël has also been a lecturer in digital economy for the French National School of Administration (ENA) and for Paris Dauphine University. As a fellow member of the Chair of Governance and regulation of PSL University, he specializes in public policy analysis and his research currently focuses on the economics of the metaverse and its regulation.
